What Is a WABA and Why It Matters

If you're building on the WhatsApp Business API, one of the first terms you'll encounter is WABA — short for WhatsApp Business Account. Understanding what a WABA is, how it works, and why each of your clients needs their own, is essential for any SaaS partner or reseller building on top of the Cloud API.

The Simple Definition

A WhatsApp Business Account (WABA) is a Meta business entity that owns one or more registered WhatsApp phone numbers. Think of it as a container: it holds the phone number, the business profile, the approved message templates, and the API access credentials for one specific business.

Every business that uses the WhatsApp Business API needs at least one WABA. You cannot share a WABA between multiple unrelated businesses — Meta's policy is explicit on this.

WABA vs the WhatsApp Business App

Many businesses start with the WhatsApp Business App — the mobile app available on Android and iOS. This is a consumer-grade product with no API access, no bulk messaging capability, and single-device limitation.

A WABA is fundamentally different. It's a Meta-managed entity that enables API access to the WhatsApp Cloud API. Once a business has a WABA, they (or their Tech Provider) can programmatically send messages, receive webhooks, create chatbot flows, and manage multi-agent inboxes at scale.

One Phone Number per WABA

Each WABA can have multiple phone numbers registered to it, but in practice, most businesses use one number per WABA. A phone number registered to a WABA cannot simultaneously be used on the WhatsApp Business App — so your clients should use a dedicated number.

The phone number needs to be able to receive an OTP via SMS or voice call for verification. It does not need to be a smartphone or WhatsApp-capable device — a landline or virtual number that can receive calls works fine.

Messaging Limits and Quality Tiers

New WABAs start at Tier 1, which allows up to 1,000 unique conversations per day. This limit increases automatically as the account builds a positive quality rating:

— Tier 1: 1,000 conversations/day

— Tier 2: 10,000 conversations/day

— Tier 3: 100,000 conversations/day

— Tier 4+: Unlimited

The quality rating is determined by user feedback — specifically, whether recipients report or block messages from the business. Sending relevant, expected messages is the best way to maintain a high rating and unlock higher tiers quickly.
